Title: Monon 70 ton 2 bay covered hopper

I recently picked up an HO gauge Bowser covered hopper (C.I.L. # 4212) which shows both the BUILT DATE and NEW as 12 4x.  Not sure why the second number was left off the kit.  Does anyone know when these cars were built?  1940 or 1949, or where in between?  Thanks!
