Westfield loco?

My kid brother recently took this photo of an F7(?) in a restaurant in Westfield.  He was led to believe the photo was taken in Westfield....
Does anyone recognize the railroad and did that railroad really run through Westfield?

It's the original Fair Train paint scheme that operated over the Monon. About 1985/86 vintage.

That is the Indiana Transportation Museum's (ex-MILW) #96. That picture was taken on the 1983 Fair Train. #96 is sitting at the museum painted in Monon R&G with a broken flywheel...it has been out of service for over a decade now. In 1983, the first year of the Fair Train, the ITM ran over the old Monon RoW from Carmel down to the Fairgrounds. I believe the connection was made via the Central Indiana between Noblesville and Westfield.
