Looks like it's street trackage or a crossing maybe? Interesting photo that illustrates how much manual human labor it took to maintain the line.

We tend to overlook how important the track crew's work was to keeping the trains on the rails.

Yes it's street trackage.  The mainline on J Street at about 14th, about 2 blocks north of the Bedford depot.

We called them 'Car houses'

I guess I'm the one who labeled that section house Mark.  I grew up on the PM and C&O, and they called them section houses.  / Ron
