Clearance Car

This car was designed and built to test clearances, yards, heights of bridges, etc. Pretty neat. I suppose this is the 1 to 1 scale railroading Standards Gauge?? ;D

Since it is behind the business car, is it safe to assume ( no jokes please) that it was put together for an inspection trip then returned to revenue service after the trip ?
