Local freight moves through the west, railroad north, yard at Monon, Indiana. No date listed.

I have noticed a few photos of locals that have a rider behind the engine but dont have a caboose at the end of the train.
Does anyone know if this was common. Was a caboose needed on a local? The photos show trains  near Monon. Was this only done on locals out of Monon?

As far as I can recall, the locals coming thru or starting in Monon always had both a rider and a caboose at that time.  This particular photo looks like it is switching in the west yards and that is why you cannot see the caboose.
